As broke as I am I'll definitely have a thought to keep it and get everything I want but on the other hand knowing that someone has lost such a huge amount of money it won't sit well with me. Maybe it won't be his/hers, so that'll be devastating for them. Therefore I'll definitely return it.

Who keeps their million dollars in a briefcase? Corporations, that's who. I'd go to the address and if it's somewhere like "Seal skins brought to you by baby labor" then I'm probably keeping it. I'd buy a house and several exotic birds.

This is of course just a single ethical principle. Consider Kant's moral universal imperatives. If everyone were to find the money and keep it, what would the world look like? Would you want the person who found YOUR money to return it? Or, consider the deontological principe. Do you have a duty to return the money? There is of course religious ethics of every variety. Nietzsche's notion ethical principle of the will to power would say to take the money if it indeed helped you become more powerful. These are all things to consider when looking at this question.
