People asking for things without actually asking

So,

I have a  superior coworker who asks me to do time sensitive tasks, but they're very unclear when they do it, to the point that we end up wasting time trying to figure out what they actually want from me. This seems to frustrate both of us deeply, but it's not like I can read their mind.
This has me thinking about how often people will casually say _______ sounds nice or insinuate needing help without giving necessary context or directly asking in some situations. 
I've always wondered why people do this, because even though it can sometimes save time, especially in the context of close friends that know each other well enough to be on the same wavelength and recognize speech patterns, most of the time it is confusing and takes more time. Even when the desired outcome is assumed, you could be wrong and then the mistake needs fixed.
What's some of y'all's theories to why people do this?
I think it can sometimes be people doing it because "everyone else does it," they're too insecure to straight up ask, or they don't really know what the best answer or course of action actually is and they're putting the responsibility/blame onto you. I know when I'm unsure if it would be an acceptable question, or insecure, I try to find a way to indirectly find out if it's a 'safe' question.
